Open letter NZ High Commissioner John Bryant

The Cook Islands are "very greatful" to receive a total amount of 24.1 Mio NZD aid money in 2005-06 from friends and related nations. Hopefully we´ll spend it carefully to solve our biggest problems.
24.100.000 NZD : 18.027 CI Residents = 1.336,88 NZD per CI Resident ///// 101 Mio NZD Gov. Budged 04-05 = 100% // 24.1 Mio NZD = 23,86 % // I hope that we spend this exeptional money wisely.
As fas as I can see school education, continuous learning/upskilling for adults, infrastructure like streets, harbours, gov. buildings are needed. All with a focus on the main business tourism industry.
After looking onto the Rarotonga harbours, that all have been damaged seriously during last years exceptional cyclone impact, it is clear they all need an expensive renovation ! Avatiu tourism harbour
and Avatiu trade- and business harbour need bigger improvements. - Avarua pleasure harbours is still a gravel desert and Avana harbour on Muri Lagoon looks like given up ! - grad. eng. V. Goebel

We need to have a better view form above to see what exists and how buildings, streets, lagoon, streams are related to each other. Within digital photos we can draw up whatever we think about.
It makes sense to purchase high resolution satelite pictures from all islands where you can see the haircolor of a pedestrian on. New Zealand could ask America therefore. That enables us to work
on a plan how to develop all the islands further on concerning building activity. There need to be a few situations left over in 30 years where public can see and access the ocean from the main road.
All country development planning work needs basic documents to work in. The digital maps I have from NZ are more 10 years old and islanders can make more use of satelite photos than having plans.
Most of todays plans with streets and buildings in, are anyway based on 90° satelite photos taken from a height about 8 to 10 kilometers, taken on a day with no clouds above the examinated islands.

It is only 180 years since the last human has been cooked in an oven on Rarotonga and Maretu Tai converted and became the first local minister for CICC ;-) Since then the society on Rarotonga has
developed in an astonishing speed towards an "open society" and information society where everybody with "good manners and a good attitude" can find his place to live in. - Once there has been
23.000 locals living on the island of Rarotonga. - Since the airport has been opened in 1973 the island lost population down to 13.000 until 2006 due to understandable reasons. Many Cook Islanders
decided to live in NZ and AUS for educational, health and work reasons. - Especially the crisis of 1990, caused by a 100 Mio NZD loan the Government took on, to do a big hotel project in Vaimaanga
has had a significant impact on the population. Many people lost their job. - During 9th & 10th of February 06 a team of powerful Cook Islanders leaded by Deputy PM Dr. Maoate traveled to Italy and
managed to negotiate their and to settle the debt taken on in 1988. - Great ! Today Rarotonga becomes stabile but the 14 outer islands are still loosing population. It looks like there is some work to do.

During all my life I have never been with such nice people, living together on an island that hosts more than 85.000 visitors per year. - The open society on Rarotonga enables farmers to speak with
doctors, asians with europeans, men with women, children with kids and whatever other constellation is possible. On this island the world meets on the beach. In swimmsuits we all look the same.
The friendly polynesian attitude, based in a christian country is the foundation for a communicative and enjoyable tourism. The warm climate provides lots of oppertunitys to leave the house and get
into contact with others, to experience humans and nature. - The only thing I hope for is that the lifestyle doesn´t become dominated by car madness. There is good reasons why the visitors love to
come back once they have been in the tropics on the island of love. Lets develop carefully further on. Tourism is art and can bring wellfare, fun, work, education and a good standard of living. Archi
(In 2005 the Cook Islands managed to get off the money laundry black list by introducing procedures to prevent from that. - The Cook Islands are still rated BB at Standard & Poors, but will improve ;-)

Cook Islanders are natural cosmopolits, they are world citizens by history. The chain begins by migration into the South Pacific with boats. Later on first papaá sailors came onto these shores. Strong
men from all over the world that could not resist the beauty of the Polynesians. Captain Cook explored the region. He did not realy discover so much islands because there has been already people on
them, but he drew up maps and published them in Europe. Then the Adventurers and Scientifics came over and could not resist the beauty of the Polynesians. Even the mutiny of the Bounty is related
to the fact that the sailors wanted to stay. - We should never forget that the white people, called papaá (people with lots of clothes on ;-) also brang very bad and harmful diseases with them that killed
many locals. But papaá´s also brang help. -
By all these developments there has been an international influence on blood and gene pool that created todays cosmopolit society that is able to host people
from all over the world. I will have to research the propper timeline, but the idea of an open cosmopolit society is far more realized down here then in other parts of the world. - Amazing. - Archi 25th 06

In the last week of February 2006 the long overdue works on Avatiu Tourism and Sports Harbour began. There is a propper building sign given and the Rarotongan people stop their to see what is up.
It looks like Ports Authority Chairman Don Beer jr. got the situation under control and gives information. - Meitaki Maata to NZAID for funding the long overdue project. The Tourism & Sports Harbour has
been badly hit by last jears cylones. But it is just a first step to repair and to enlarge the area where we welcome the visitors coming from the big cruize boats. The outer harbour wall made of rocks is
in a bad condition and needs a make over ! The business harbour section just underneath the Ex Marine Resources Building need to be overcasted and can become a useful harbour wall then. Archi 28

During a little evening stroll on Muri Beach i´ve met a cool "coz" and we entered the Club House to watch a live broadcasted (CITV) Rugby final and had a beer together. There has be a plan on the wall !
It doesn´t make sense to test a the reinforcement steel with a big hammer (seen on Muri Beach Sportsground). - The wind or wave impact is far different from a single force that only hits a point. Archi.
Conrete for buildings, that is sand, water, cement and at least 3 types of 4 mm, 7 mm, 10 mm gravel/stones. This gravel/stones is important to take the pressure and to make the concrete cheaper. Archi
On a buildingsite where reinforcement steel is build in, there need to be a tool to cut the steel rods and a tool to bend the steel rods. - Both menpowered tools can be lifted by two men onto a truck. Archi
On every buildingsite there has to be a teamleader, the foreman that does not drink during work and looks onto the building plans every half an hour to follow the measurement of the building plan. Archi
For having a new door in the heavy sidewall at Natangiia / Matavera sportsground hall building Muri you should ask C. Hunter to supply a so called
I-beam to take over weight coming from above. Archi
2D plans and 3D drawing have been undertaken by Ross (painter). That is nice drawings, easy to understand and should contain some basic measurement and an engineers signature next time. Archi.
The communal spirit to get the new terrace and roof done on this building site is exceptional. - Everybody is working on Sat+Wed to support the sport club house extention. Very good atmosphere. Archi
Actually the reinforcement steel mats are in and the terrace is ready to take the concrete in. Concrete has a dryout time of 7 days. Keep it a bit wet if it becomes sunny. But its wet season now ;-) Archi

few signs missing to ensure accessebility to all tourism related operators. May I be allowed to propose you to be present on Punanganui Market on Saturdays. You could exhibit some samples and there
your business is a lot more present, then only in the telephone book and in your not so easy to find backroad location. Spend half a day per week on the market to discuss orders and take them in. - You
could ask CITC to pay for a sign that indicates where to find the magic Blackrock. All locals know, but most of the visitor miss Blackrock because you can´t see him well from the main road. - archi 13 Feb

Seems like your beautiful and colourful signs are missed in Aitutaki too. Accessebility is very important in tourism. Our visitors are only for a few days on the island. What they can´t find, they can´t ex-

Kia orana Glenda Tuaine, kia orana Chis Wong. - I hope you had a nice and successful work stay at ITB in Germany. - Could you please have a look at how Police welcomes our visitors for the driving
test at Avatiu Harbour. The metal workshop atmosphere without a propper sign on the building what they do there, is not appropriate for our standards in tourism ! - It looks like Police got no money and
not enough creativity to improve their driving test service. Will you please help them to welcome our visitors in an improved atmosphere. Thank you very much. - Grad. Eng. Volker Goebel 13th March 06

There is a three meter high grey chinese wall in Avarua high street now ! The material shed for the Police Station building site. This ugly wall should be painted soon by a local artist. - Archi 18th March 06
