"Beehive" design for marine complex

A conceptual drawing of a new office complex for the Ministry of Marine Resources has been completed by a Rarotonga-based architecture firm.

Head of ministry Ian Bertram says that talks have been held regarding a new office but there has been no confirmation as to when and where the

building will be build. - Bertram however confirms that Romanisdesign was commissioned to draw up the conceptual design, which they have run

past their minister, Tupou Faireka. "We are keen to build the office block at the waterfront so we want a building that will blend into the environment

and at the same be safe during the cyclone seasons," he said. - "Even though we have yet to hold discussions with any landowner of our new office

block, this is something we want for the ministry.(") - "In our new building we will rent out spaces so we are looking at a building designed for the

ministry to share." - Bertram´s office moved last year to the old Cook Islands Television building behind the office of the prime minister. They were

formerly housed in a wooden building behind Trader Jacks on the Avarua Wharf. The building was smashed by waves during the cyclone Meena in

February. - Ulamila Kurai-Marrie - (Cook Islands News, published 15 th April 2005)

Kia Orana - some comments by Archi related to this article published by Cook Island News 15 th April 2005 :

- Dear Ulamila, we´ve been sitting side by side at a women association meeting at the USP - you won my confidence and respect ;-)

- It was about time now to publish the MMR building proposal because the public has to be informed before public money is spend.

- " the beehive " because there is so many different departments in it (a multipurpose building). - "The MMR is a very busy ministry".

- It will take a few month to get that building through parliament. - Having a look at the site today hopefully not to long. The MMR Site.

- Archi had a short briefing and did the first drafts while Romani had to burry his brother Johnny in the earth of Pukapuka.

- His decision was right. - He mourned and had to follow traditional family dutys. - He knew that I would work responsable.

- For the 2nd and 3rd drafts that followed the clients corrections; Archi had corrections twice a week by architect Romani.

- Then Romani and Archi had a dispute over how to design the sunloover system. - Picture above shows Archis proposal.

- It might be good if the only two architects / building engineers on Raro find back to each other. Please - MMR needs teamwork.

- The "roof extention sunloover system" that leaves such a nice moving pattern on the facade, hasn´t been payed yet 76 h (No.1)

- Moving the building onto a 1 meter high platform with a protection wall, making it use both sites was 34 hours. Unpayed (No.2)

- I don´t want to take over on my own. - Islanders would not realy build a papa´a proposal. Ian, please pay Romani - please.

- The Cook Islands Conference Room can be rented out for functions by the MMR. - CI Parliament is free to use it any time !?

- Special thanks to local beachbum Gerard ;-) from the Pacific Resort - we have been talking about the sunloovers together.

- I appreciate the fact that Ian Bertram is "keen to build the office" and says "this is something we want for the ministry" !

- Dear Ian, you get the best drafts of my life for a handful of dollars. Designed with love, patience and 20 years education.

- Please, never try to build it somewhere else that at Avatiu harbour site. - Architecture always answers to site conditions !

- Archi is a bit in trouble beeing asked to use the "fisheries" and the "O.M.I.A" site to give the MMR a decent environment.

- The steel construction left over by O.M.I.A could be used to house a firm that needs rooms and provides 4-8 workplaces !

- But as a professional architect I have to follow the clients wishes. - I am working on the new siteplan. (Parkings, Green)

- We have to see that the fish & chips shop needs space for tables, chairs and sunumbrellas. Eating fish at Avatiu Harbour.

- Immigration has told me to leave the rock and to come back to receive my first work permit later in 05 ! - I trust them now !

- Building the MMR, writing CookIslands.com, lecturing webpublishing at the USP and helping Capt. Cook is work enough.

- Useful proposals to make a full concrete building even more polynesian are still welcome as long as they are affordable.

- Trevor, thanks for providing me your cellphone number. A national building needs Te Atukuras help every now and then.

- George, thank you for checking my hands. - Cool. - I also used to be a leader of a motorbike group beeing 16 years old.

- Charles, thanks for your visit. You are a good guy, but please see the optometrist soon. (Mana Court behind Surf Shop)

1. The Unit Title Bill Act makes sense as a law for Gov. and Cook + Bligh. - An office or a resort unit with walls from 1st storie upwards

can be leased then ! (for 6 month up to 60 years) Land is flat (2D). Buildings can have many stories (3D). - Test law / then nationwide.

2. The described item (a unit, an office or a flat) to lease has to be defined by the parameters: max. hight, max. length, max. wideness

measured in meters. Sqmtrs over all should also be in the certificate. Number ? Storie ? For understanding add frontphoto please ;-)

3. Having leased a unit, flat or office does not mean that you get a residence permit here ! A tourist has to have a propper tourist visa.

valid 31 days and it can be longered up to six month. - But then "you have to leave the country" and apply for a new tourist visa ! Yes !

But Cook Islanders that come back from New Zealand or Australia to retire on Rarotonga or in the Cook Islands do not need any visas.

- nobody forced me or payed me to write these three definitions, but the MMR is also affected by the 2D/3D law problem in two stories !

- no client or temporary consultant can lease one of the two offices without improving the law. And every Gov. dep. got his own budget.

- The Ex MMR building at Avarua wharf is "a propper steel building" with a wooden front extention. - Keep the facts propper.

- When the Chinese begin to be busy in Avarua Centre, the police will be happy to be relocated to Khavea and Muri meeting house.

- Ulamila, I´ll provided you one additional "CAAD Perspective Drawing" (very long hours work) to publish the MMR project ...

- All these drawings are dedicated to all Cook Islanders (including Taraani, Peri, Joyanna, Lizzi, Sarina, Moana and Liana)

- The amazing beauty of the polynesian´s inspired me daily ! - Good architecture is my way to show respect and to honor it.

- Archis Air New Zealand flight account number was BK REF : LIBZIH. - Archi is willing to live and to work on Raro for long !

- Tim Tepaki was on the island for work. We´ve been talking together. He gave me his businesscard. He made me thinking ...

- I´ll leave the rock for a few month. - You still loose a lot of your own maori people every year ! - Why ? Who provides work ?

Extended : 13 January 06. Since building the airport in 1973 Rarotonga lost resident population constantly because of educational

resons, standart of living, health, beeing bored to much. From 23.000 people down to 13.000 people - but this bad development is

stopped by now. - Hooray ;-) - Source Ministry of Finance and Economic Managment - Secretary Kevin Carr - Cook Islands News

Rarotonga - the island of love ;-)

Cook Islands water and land areas - American Samoa is very close - non fishing zone around the islands 5 km

Exclusive Economic Zone area 1.916.200 square kilometres
Territorial sea area 31.560 square kilometres
Land area 240 square kilometres

source : http://www.spc.org.nc/coastfish/Countries/CookIslands/cooks.htm

Ian, please confirm or correct the information given in sqkm and by the map above
It is the signatures - of both parties - that confirm a document to be valid. - Sell.

CI fishing licenses are valid for a year. - You can decide yearly new to sell or not.
But there is 30 fisherboats in A. Samoa - very, very close to Cook Island Waters.
VMS means Vessel Monitoring System - GPS can see all fishingboats out there.

There should be an ecologic protection zone 5 km around each island to protect the
marine resources. - Fishingrights for 97 % of Cook Island waters 2005 / 06 to sell !
How many fish do the boats coming from Pago Pago steal per day, week, month ?

Recently some "fishing" information has been published by the CI government :
http://www.cook-islands.gov.ck/cook-islands.php (website by summerfield systems)
Sustainability is possible ! - Humans and Nature have to be in a balance forever.

Have you ever seen personaly what kind of "fish" you have on a long line pulled in ?

First MMR Government Logo - on click link to MMR website

link to the Ministry of Marine Resources of the Cook Islands / source: http://www.mmr.gov.ck

"Government of the Cook Islands" ? - more precise "Department of Cook Islands Government"

Shall we work on that page, so that we earn some money for the new Government Building ?

Think about how difficult it might be to be your client. Would you register an expensive fishing

boat in Avatiu / CI and then sail for unloading the catch and load fuel to Pago Pago or further ?

How many fish can be sold or proceeded to cans, soups, dishes or airflight goods to Japan ?

What do we know about the chinese delegation that wants to travel to the northern group CI on

tourist visas. Invited by groupleader Hubert Yao a.k.a. Freeman and Businesspartner Xinhu Lin?
